Like Mr: Vernon, I am not enthusiastic

about either draft. But draft "A" would give

the various Govts: a balanced statement of the

position; would call their attention to points

in

that they-in the local enthusiasm-are often apt

to forget; would require no action; and would

give them something to refer to, if and when

questions of the kind threatened to arise. On the

whole, then, I would advise that draft "A" should

issue. Its temperate guidance is likely, on the

whole,to do more good than harm.
